形容詞作主語補語，置前，是一種強調方法。你讀的時候，會有強烈的感情。后面需不需要倒裝，看主語長不長。假如非常長，就倒，假如不長，就不倒。

所以，The boy is clever，強調表達時，為Clever the boy is!
