該草案設(shè)定了旅游行業(yè)和景點的運行標(biāo)準(zhǔn),同時禁止旅游社強迫游客購物。
Force tourists to purchase goods就是草案禁止的強迫購物,即forced shopping。草案還針對free tour(零團費)和incentive tour(負團費)旅游經(jīng)營管理模式做出規(guī)定,旅游社不能以低于本錢的價格招攬、組織、接待旅游者。同時需要package tour(跟團旅游)項目應(yīng)簽署fixed-price contracts(固定價格合同),明確交通、住宿、餐飲等旅游服務(wù)的安排和標(biāo)準(zhǔn)。
在scenic spots(景點)運營方面,草案規(guī)定景點門票要遵守政府pricing system(定價機制),門票價格變動要提前6個月公示。另外,景點還要control the maximum number of tourists(控制游客人數(shù)上限),以保證游客安全。
